Yes, You can carry electronic cigarettes including e-cigars and other personal vaporizers containing batteries, for personal use, in your carry-on baggage only. It is prohibited to include electronic cigarettes in checked baggage. Recharging of these devices and/or batteries on board the aircraft is not permitted and you must take measures to prevent accidental activation.

Please be aware that the use of electronic cigarettes (or e-cigarettes) on board is prohibited.

No, unfortunately for safety reasons You are not allowed to take such devices neither on board, nor as checked in baggage.
